To ensure your application is processed as expeditiously as possible, be sure to reference the page regarding the specific service you require, such as Property Access / Right of Entry, Valuation Map Requests, Utility Crossings, Land Lease, Track Lease, and Road Crossings.
Those pages contain a comprehensive list of requirements for specific types of applications, while the following information is simply a general overview of the application process.
Begin an Application
You must begin with the proper application form, as approprate for the type of application outlined above. However, before beginning an application, please see our Right of Entry Flow Chart to determine whether to follow the process on this page (for our Snow Hill Line), or whether you should immediately contact MTA (Centreville, Chestertown and Seaford Lines) for next steps.
Pay the Processing Fee
Any application fees must be paid at the time of application submission, and are non-refundable. Checks must be made payable to The Maryland and Delaware Railroad Company.
Obtain Access (if needed)
If access onto MDDE-owned property is required to obtain necessary information for the application of a permanent occupation License Agreement then a Right of Entry Permit must first be obtained. A Right of Entry Application is a separate application and requires the submission of a non-refundable $500 fee (due when the Right of Entry Application is submitted).
Generate Exhibits and Sketches
An exhibit representing the location of the proposed lease property, with dimensions, must be attached to your application. Any planned improvements on the property, with dimensions from the nearest track, should also be depicted.
See the sample Exhibits below as an example of what this should look like and the kind of information it should include. Also, be sure to visit the specific page of your requested occupancy type to learn the Exhibit requirements specific to that type of occupancy.
A general location map of the property to be used must also accompany your application. Examples include such data as county highway maps with the location marked, USGS topographical maps with the location marked, or applicable county tax maps with the area highlighted, etc. The proposed property should be highlighted, and you must indicate which direction is north.
You must also identify the rail line name and the approximate milepost location. You can find the information by using the link below to access the information in Google Earth KML format.

Insurance requirements for utilization of railroad property must be met.

Post Application Review and Approvals
Before an agreement is drafted, your proposed usage of property must be approved by our engineering and legal departments.
Due to the complexities involved with railroad access, leases, and right of way occupancies, all applications and/or requests are thoroughly reviewed.
Please plan and allow approximately six months to process your service request.
